Harrisburg PA - a buyer's or a seller's real estate market?

My absorption rate analysis. This is a 3 month moving average September through November 2014. Remember that 6 months supply is considered a blanced market. Cumberland County shows balanced to a slight Seller bias except for the over $500,000 range. Dauphin County trends toward a Buyer's market especially in the over $400,000 price ranges.
